We start with the designated use of the land, not the soil class
First we establish whether the plot is designated for building at all: whether a local plan is in force, whether the municipality has adopted its general plan, and on which side of the infill-area boundary the land falls. That question can close the matter in minutes. Only once the answer is positive does it make sense to discuss soil class, utilities and access — the other way round, it is easy to pay for a soil survey on land where building is not permitted anyway.
